    Run the classroom exercise

    Suggested duration: 90–120 minutes. Use one screen per group, or project the simulator and record the class plan. With 13 learners, use three groups of 3–4 plus one incident co-ordinator; rotate that role. This private Site is accessible through the owner’s account.

    1. Briefing · 10 minutes. Allocate police, fire, ambulance and local authority roles. Clarify that decisions must balance life safety, responder safety and community effects.
    2. Five rounds · 12–16 minutes each. Read the new intelligence. Give everyone 2–3 minutes to decide independently before discussion. Record each learner’s choice and rationale in “Decisions”; a solo learner can record one answer.
    3. Build the joint plan. Assess at least one risk (three is recommended), select responders and explain their roles, complete all seven METHANE fields, and place inner/outer cordons, an RVP, a casualty clearing point and an access route. Add a rest centre by stage 3. Explain how the new intelligence changes your plan.
    4. Submit, then review. Submission locks and snapshots that round. Automated feedback checks structure and some map geometry; the tutor judges the quality of written analysis. Release the next update when discussion is complete.
    5. Debrief · 15–20 minutes. Compare the first and final plan. Each learner explains a changed decision, a remaining uncertainty and a recovery priority. Export the evidence report for discussion or assessment.

    Map use: choose a tool, then click to add points. For cordons, add at least three vertices and press “Finish shape”. Routes need two points. Pins need one click. Coordinate inputs provide a keyboard alternative. Delete obsolete boundaries from the annotation list and draw revised ones.

    Feedback limits: this is a fictional planning exercise, not operational instruction or a clinical triage assessment. No automatic grade is awarded. The smoke footprint, response timings and consequences are exercise assumptions. Free-text METHANE answers are checked for completion, then compared with a suggested report.
